Theo Wilcocks

Policy and Projects Manager 

Theo is our Policy and Projects Manager.

Theo joined Paul Hamlyn Foundation in 2026, with a background in political representation for a Trade Association and then in Employer Engagement and Partnerships for the Youth Futures Foundation What Works Centre’.

Theo worked in corporate IT roles prior to studying at the University of Glasgow, where he studied Politics with Economic and Social History and then a postgraduate degree in Political Communications.

Following his studies, Theo represented members of the Showmen’s Guild of Great Britain in Scotland, taking community issues to Holyrood and arbitrating for members with Local Authorities. Before joining Paul Hamlyn Foundation, Theo worked for Youth Futures Foundation, an organisation that addresses the UK NEET challenge through generating and embedding evidence of What Works’ in Youth Employment.
